Gold import is 2nd largest import item after oil, a part is re-exported, but most kept in country. The second issue is, the quantity of private gold in India is 20 times govts official gold reserve. It is idle asset, held in foreign currency. Note that your ( apparent idle assets ) house or sofa was purchased in rupees and these have economic utility, but not your gold bars/ coins/ ornaments. Gold idle asset in govt official gold reserve is beneficial for economy, because it can used to leverage the economy. Gold idle asset in private possession is severely harmful for economy. If you control import, then smuggling goes up. The problem is demand of gold. Demand for ( physical ) gold can be and must be killed. It requires political will only.
