Who can fine the Rly not providing enough functional toilets according to volume of passengers. This happens since no other option to attend nature's call.

Great and nice to read - but please create facilities also .At times I find it so problemetic to control the urge and you find after a search for a toilet you release your self some where .Still good job .Also please jail for loner term those who eat tobacco and spit or pan and spit in roads more near traffic ,Auto stands circles

Ah; just TWO points of curiousity : (1) to keep the number ' holy ' why was not the arrests capped at 108 ? (2) Fines varied from Rs 100 to Rs 500, did they depend on the volumes of liquid expelled ?
