印媒称，印度和四国集团的其他成员提议在改革后的安理会中作为常任理事国最初可以放弃否决权，以此作为一个推进改革进程的谈判筹码。
在7日有关安理会改革的政府间谈判上，代表四国集团发言的印度常驻联合国代表赛义德·阿克巴尔丁说：“否决权问题至关重要，但是我们不应当让它否决安理会自身的改革进程。”
阿克巴尔丁说，尽管新的常任理事国原则上应当拥有目前的五个常任理事国拥有的否决权，但是“在审议中就有关问题作出决定前，他们不会行使否决权”。
印度、巴西、德国和日本构成的四国集团主张对安理会进行改革，而且它们互相支持彼此在扩大的安理会中的常任理事国席位。
