Yes, Congress was corrupt; they ate couple of lakh crores. That money if not now at some point (may be after few decades) will come back into system. But the loss as a result of slowdown because of the insane move called demonetisation which may run into lakhs of crores of rupees is just gone, I repeat just gone.
