Technically it's 0.1%. Although it is denominated in Yen. With Japan's inflation rate in negative, their money is worth more when they get it back.
Also, with inflation in India looking at 4-6%, INR should technically be depreciating at the same rate, so effectively India's interest rate is what the inflation will be( give or take )
But all things considered, this is a ridiculously cheap loan.

Wrong. All developed countries have very low or negative interest rates. They give loans in US dollars as it is a stable currency. But xenophobia of Indians is what prevented foreign investments until 1991
