US working on measures to ease India's concerns on new sanctions law

美国努力缓解印度对新制裁法案的担忧

NEW DELHI: The US is working on imparting some “flexbility” to countries like India under its new sanctions regime targeting those buying Russian weapon systems, but it is quite clear New Delhi should not ink the proposed $5.5 billion deal for five S-400 Triumf air defence missile systems with Moscow.

“There is lot of concern in the US administration and the Congress that any country that acquires the S-400 systems will complicate the capability to have (military) interoperability with us ... And we value India as a very important strategic partner,” said chairman of the House Armed Services Committee William 'Mac' Thornberry here on Monday.

“美国政府和国会中有很多人担心，任何一个拥有S-400系统的国家，都将使其与我们(军事)互操能力变得更加强大……我们认为印度是非常重要的战略合作伙伴，”众议院军事委员会主席威廉·麦克·桑贝里周一表示。

Members of the visiting high-powered US Congress delegation also indicated that their country’s proposed sale of armed drones like MQ-9 Reaper or Predator-B and other high-tech equipment to India could be impacted if the S-400 deal was inked.

来访的美国国会代表团成员也表示，如果印度签署S-400采购协议，美国就计划向印度出售MQ -9收割者侦察机、捕食者-B或其他高科技设备。

The US also wants India to sign the Communications Compatibility and Security Arrangement (COMCASA) and the Basic Exchange and Cooperation Agreement for Geo-Spatial Cooperation (BECA) to take their bilateral strategic partnership to the next level, with an eye firmly on ’s “aggressive” moves in the Indo-Pacific region.

美国还希望印度签署《通信兼容性和安全配置》和《地理空间合作基础交流与合作协议》，将两国战略伙伴关系提升至新高度，密切关注在印度-太平洋地区的“积极”行动。

But India and Russia, with proposed defence projects worth over $12 billion hanging in the balance, are now working on a roadmap to get around the new US law called CAATSA (Countering America’s Adversaries through Sanction Act), as was first reported by TOI.

While US defence secretary Jim Mattis has already argued for ‘national security waivers and relief’ from CAATSA for countries like India, Thornberry said the Congress and Senate were also working on measures and language to ease Indian concerns.

But the Indian security establishment remains quite upset at the US state department’s move on April 6 to notify 39 Russian entities, including the state-controlled arms exporter Rosoboronexport, with which India does regular business. Any third party that conducts “significant transactions” with these 39 entities makes it liable for sanctions under CAATSA.

但印度安全部门仍对美国国务院4月6日的举动表示不满。美国国务院于4月6日通知了39家俄罗斯企业，其中包括国有的武器出口商罗斯波隆出口公司，印度与其有着长期合作。任何与这39个企业进行“重大交易”的第三方，都会受到制裁。
