I can answer this question appropriately. This incident which happened with me in my second semester of B.Tech can very much answer this question on behalf of Indians.

I was in my college during the day and it was a break between two successive classes. I felt the urgency for toilet and you cannot simply disconnect the nature's call. Almost all the washrooms are well equipped in our college. Since I was in urgency I almost forgot to put my college bag outside the toilet and took it inside with me. I sat on the man's greatest invented seat and had a good release. It was quite relaxng. I tried to push the flush valve but water didn't came out. Now it got tensed. To give myself hope, I said to myself maybe flush is not working. I took the hand shower and hoped water would come out, my bad water wasn't coming.

I went into thinking what can be the possibilities by which I can save grace. I got an idea inspired by seeing foreigners using toilet paper. Now since there was no toilet paper, I had to make a bold decision. I opened by bag which was on the hooks inside the cubical and took out my ‘Engineering Physics’ notebook, teared 2–3 blank pages from the backside and put back the notebook inside. Somehow with a weird face I used the paper and threw it inside and went out. Here, I thought I have won the battle.

It wasn't the case, as I went out of the toilet, it did not feel very comfortable somehow. I can't explain the feeling in words. I can only say that it was not appearing very nice and smooth on my backside as it does. I went into a toilet of another block and first checked whether water is coming or not and then sat there and cleaned as I normally would. Here the battle was won.

Thats the reason why Indians do not use toilet paper as firstly, from our childhood we are in habit of using water and we cannot change our habit in one day as toilet paper gives uncomfortable results. Secondly, we are more hygienic in our own ways than others.

There are multiple reasons for it.

1.Most of us consider paper(any type) to be sacred. If a book/copy falls on ground.. We beg pardon from the Gods for the sin committed.

The first time I travelled in British Airways was very exciting and eh….sticky. I ate like an ogre pouncing on every food that was passing by. Of course my stomach began to act funny and did not agree with my tastebuds. I had to rush to the toilet. After dum it out, I searched for the most sacred weapon Indians use -the health faucet. I was petrified to notice that they did not have a health faucet to clean my stinky butt. I cursed them because the ads showed that they are very cultural and even did a namaste to all who entered. I pulled some toilet paper to wipe them as much as I could. I walked out as though I had a boil down there. It was sticky all the way. I could see the discomfort on my friend’s face as he just went before me. He said, “dude these idiots are using paper and some are still stuck down under (his pants).”

Let me tell you intresting story I had read long back regarding this question .

I am a Indian and every Indian is taught to wash at a very young age of perhaps 4 or 5.

Most of us here, have already answered why is it better to use water instead of toilet paper. Few of the reasons which i think have lead Indians to have a healthier practice ( these may be covered in some other answers but I haven’t read all the answers and can’t help giving my perspective on this question)

Cleaning with hands is any day more hygienic than cleaning with toilet paper, one has to take the extra measure to wash their hands well after it though.

According to Indian traditions, there is strict separation of left hand and right hand functions. Wash your ass with left, eat with right. Moreover you thoroughly wash your hands after defecation. Taking too much precaution over small things like this just makes your immune system weak. Okay, even if you argue that some microbes might still remain on your hand, a few of them aren’t harmful and build up your immune system. No one is going to roam around with visible faecal matter sticking to their hands, whatever left will be minute traces. Microbes are there everywhere only in significant numbers they are harmful.

Personally, I find it uneasy and disgusting that others (people from other countries) feel happy with smearing poop all across their butt with a piece of paper (no offence). I mean, if you got poop on your face, would you wash it or use a piece of tissue?

First, why should Indians do everything just like europeans or americans?

For every practice there're ecological, regional, religious, social and physiological or medical reasons.

In places where you have temperatures of sub zero and snow all around where the bodies are all stuffed in heavy woolens, where you perhaps never ever sweat, where you don't even drink water but alcohol ..overall they don't have any affiliation or identity with water and when you never ever used water and perhaps never bathed except some fancy Romans in their rare primes why you'd bother for water now?!!!

We have plenty of water, even if we scrub (the soil) with our hands to a couple of feet we have reach to water! Moreover we live in hot and moist environment! The stuck cannot be wiped here it can only be washed!

And, I see Americans importing that practice even to their migrated new places of lodging where there’s relatively plenty of water. So, if you rely on toilet paper, you cannot survive in many places in world in fact in almost 70% of world!!

I would like to imagine how someone from the west, expecially northern hemisphere with freezing temperature would consider preparing hot water to take a dump.
