RAIPUR: Congress president Rahul Gandhi on Monday announced in Chhattisgarh that his party would ensure 'minimum income guarantee' to the poor if Congress comes to power after the 2019 Lok Sabha elections.

赖普尔：周一，国大党主席拉胡尔在恰蒂斯加尔宣布，如果国大党在2019年人民院选举后上台执政，将确保穷人享受“最低收入保障”。

“Congress has decided to provide minimum income to the poor in all the states. The poor will get a minimum income directly into their bank account. This scheme will be first of its kind in the world as no other country has introduced such a scheme so far”, he said.

拉胡尔表示：“国大党已经决定为所有邦的穷人提供最低收入，最低收入的资金会直接打入他们银行账户。这将是全球首创，到目前为止还没有其他国家推出过此类计划。”

“Nobody will remain hungry and nobody will remain poor”, he said. "We will do this in Chhattisgarh, Madhya Pradesh, Rajasthan and all other states as well. For the first time, Congress is going to implement this historic decision. All you have to do is to give us an opportunity”, he added.

他说:“没有人会继续挨饿，没有人会继续贫穷。我们将在恰蒂斯加尔邦、中央邦、拉贾斯坦邦和所有其他邦推出这个计划。国大党将首次执行这一历史性决定。你们所要做的就是给我们一个机会。”

Rahul Gandhi made the remarks at the 'Kisaan Abhaar Sammelan' held here to express gratitude to Chhattisgarh's people, particularly farmers, for voting the party to power in the state after a gap of 15 years.

拉胡尔在当地举行的“Kisaan Abhaar Sammelan”集会上发表讲话，感谢恰蒂斯加尔邦的人民，特别是感谢农民，在时隔15年后把选票投给国大党。

Gandhi said the Congress had promised in its election manifesto to waive off farm loans within 10 days after coming to power but waived off farm loans just a day after its government took over in Chhattisgarh.

拉胡尔表示，国大党曾在其竞选宣言中承诺执政后10天内免除农业贷款，但在国大党政府接管恰蒂斯加尔邦一天后就免除了农业贷款。

“Why did the BJP government not waive off farm loans? Narendra Modi government did not do so citing shortage of funds. BJP and its government have enough money to write off the loans of 15-odd industrialists and to extend the benefit of Rs 30,000 crore Anil Ambani owned company”, he said adding that there is no dearth of funds and that the BJP government had different priorities.

拉胡尔补充说：“为什么印度人民党政府不免除农业贷款?莫迪政府的理由是资金短缺。印度人民党及其政府有足够的资金免除15位企业家的贷款，并扩大阿尼尔•安巴尼所持有的3000亿卢比公司的权益。所以并不是因为缺乏资金，而是因为人民党政府优先考虑的事项有所不同。”

The Congress president alleged that the Modi government made desperate attempts to dilute the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, and later tried to push ill-intended amendments after coming to power in 2014.

拉胡尔称，莫迪政府竭力淡化2013年《土地征收、重建和安置中公平补偿和透明性权利法案》的条款，并在2014年上台后试图推动意图不良的修正案。

“This 2013 law provides for giving a compensation up to four times of the market rate in the event of land being acquired by the farmers. Besides, the act also provides that the lands of farmers cannot be acquired without their consent and to return the land to its original owner if the concerned project fails to come up within five years of land acquisition”, he said adding that Congress, once it comes to power, will strictly implement this law.

“2013年法案规定，如果印度农民的土地被征用，将给予最高4倍于市场价格的补偿。此外,该法案还规定，未经农民同意，不得征用其土地。如果有关项目未能在征地后五年内建成，应将土地退还原土地持有人”拉胡尔补充说,一旦国大党掌权,将严格执行该法案。

He further said that Chhattisgarh has already set the ball rolling by returning the land acquired from the tribal farmers of Bastar for the Tata Steel’s integrated Steel Plant project.

拉胡尔还称，恰蒂斯加尔邦已经开始归还从巴斯塔尔部落农民那里所征用的土地，原本这些征地是用于塔塔钢铁公司的综合钢铁厂项目。
