NEW DELHI: India will finally have a tri-Service military chief or a chief of defence staff (CDS), a pivotal defence reform hanging fire since the 1999 Kargil conflict, to inject some much-needed synergy in planning, budgeting, procurements, training and logistics among the Army, Navy and IAF.

Prime Minister Narendra Modi, in his Independence Day speech on Thursday, announced the major decision to create the CDS post, who will be the country’s fourth four-star general after the Army, Navy and IAF chiefs.

莫迪总理在周四的独立日演讲中宣布了设立国防参谋长一职的重大决定。国防参谋长一职将是印度继陆军、海军和印度空军(IAF)参谋长之后的第四位四星上将。

“To further sharpen the coordination between the forces, I want to announce a major decision from the Red Fort: India will have a CDS. This is going to make the armed forces even more effective,” said the PM.

TOI in June was the first to report that the CDS post and the finalization of a comprehensive national security strategy (NSS) were among the top priorities of the Modi 2.0 government in the defence arena.

The CDS post has remained missing in action despite the Group of Ministers’ report on reforming national security, after the 1999 Kargil conflict, strongly recommending it. Subsequent commissions, including the Naresh Chandra Taskforce in 2012 and the Lt-Gen D B Shekatkar Committee in 2016, also pitched for a tri-Service chief, even though the versions differed a bit.

There is an urgent need to inject some much-needed synergy in planning, budgeting, procurements, training and logistics in the three Services, which often pull in different directions. While the CDS will focus on all this, the Army, Navy and IAF chiefs will retain operational command of their forces.
