I cannot imagine anyone would be happy unless they are sick and insane. I am 70 and worked on many NASA projects during my life. I get up to see ’s launches. I got up late last night to see if India was successful. Thousands of people, maybe tens of thousands played a role in this effort. Rockets are built, tested, lauch pads are build, control towers, radars. The sick person would want them all to fail and think it is funny. Even when I was young and the USA was in competition with the Soviet Union for landing a person on the moon, I always wanted them to succeed too. Despite losing, the Soviet union sent a congratulations to NASA and the USA. Very sporting of them. When something like this fails, it is not just the mission or India that fails, the whole world losses.
