India tweaks defence offsets policy, opens up leasing of military equipment

NEW DELHI: India’s new defence acquisition procedure (DAP) abolishes offsets in government-to-government and single-vendor deals, enables leasing of military equipment, lays emphasis on framing realistic technical parameters for weapon systems and simplifies cumbersome trial procedures.

新德里：印度新国防采购程序(DAP)，允许租赁军事装备，强调为武器系统制定可行的技术参数，简化繁琐的程序。

The new DAP, which comes into force from October 1, seeks to empower the domestic defence industry through the 'Make in India' initiative with the eventual aim of turning India into a global manufacturing hub, said defence minister Rajnath Singh.

印度国防部长拉杰纳特•辛表示，将于10月1日生效的新国防采购程序旨在通过“印度制造”计划，增强本土国防工业的实力，最终目标是将印度打造成全球制造业中心。
