India reiterates stand on nuclear disarmament, no first-use policy

印度重申核裁军和不首先使用核武器政策

NEW DELHI: India reiterated on Saturday its long-standing and unwavering commitment to “universal, verifiable and non-discriminatory” nuclear disarmament leading to the complete elimination of nuclear weapons, in line with the final document of the First Special Session of the UN General Assembly on disarmament.

新德里：根据联合国大会第一届裁军特别会议的最后文件，印度于周六重申其对“普遍、可核查和非歧视”核裁军的长期坚定承诺，以最终彻底消除核武器。

The government said it also remained committed to its no-first-use of nuclear weapons policy against nuclear weapon states and non-use against non-nuclear weapon states. Participating in the high-level plenary meeting to commemorate and promote the International Day for the Total Elimination of Nuclear Weapons, foreign secretary Harsh Shringla said India’s approach to nuclear disarmament was encapsulated in its working paper submitted to the UNGA First Committee in 2006 and to the Conference on Disarmament in 2007.

“We believe that nuclear disarmament can be achieved through a step-by-step process underwritten by a universal commitment and an agreed multilateral framework. India remains convinced of the need for dialogue among all states possessing nuclear weapons, for building trust and confidence,” said Shringla.

According to the government, India has since 1998 tabled an annual resolution in the UNGA on ‘Reducing Nuclear Danger’ that calls for steps to reduce the risks of unintentional and accidental use of nuclear weapons.
