the US and Russia had many many failures in the 50s and 60s but still kept going to launch people into space and space stations.

@Cholo Del rosari0 Yes.. The foundation of India's space prpgram was laid by Dr. Vikram Sarabhai and we all Indians are always grateful for that. ISRO has been learning from many failures.
Cheers to the great number of scientists who are working for country's progress with so much dedication, provided a small budget.

No, ISRO is planning to have a space station of 3-4 tonnes, which can be taken into space in one or two rides. ISS is something around 20 tonnes.
