"Nuclear Powers" aren't dumb enough to actually fire nukes. The value of nuclear weapons lies within the "having" them not the "using" of them. It basically gives a small country the ability to tell a bigger country to bugger off.....sort of.

It isn't l ike we're all just lobbing nukes around like there hand grenades. Pretty sure all of the big five are pretty intent on not using nuclear weapons. If one single nuke is launched they all launch all across the world and we're all fucked.
