I would say both, but they are different kind of super power. The USA is a de ocratic country but acts like a dr internationally. When it comes to relationship with other countries, the USA does not care about the interest of the counterpart and it is more like my way or high way. China is not a de ocratic country but acts much more peacefully and pursues win-win relationship with other countries.
