PM Modi to join Biden’s IPEF launch; US backs straightforward talks on Ukraine

The Quad summit in Japan on Tuesday will provide an opportunity to the leaders to review progress of their common initiatives and exchange views about developments in the Indo-Pacific region and global issues of mutual interest, said PM Narendra Modi in a statement before his departure for Tokyo. Modi’s most significant engagement on Monday will be his participation in the launch of President Joe Biden’s ambitious Indo-Pacific Economic Framework (IPEF) initiative that seeks integration of Indo-Pacific economies and secure and resilient supply chains.

India has been discussing IPEF with the US and, in a sign that the government was not averse to joining it, foreign secretary Vinay Kwatra had said on Saturday that economic cooperation in the region is important for India and that Modi will focus on, among other things, efforts aimed at harnessing economic opportunities and capacity building.

To rope in more countries in IPEF, according to a Financial Times report from Washington, the US has watered down the launch text by saying the participants will start consultations, and not “launch negotiations’’ right away, for IPEF. The US has also clarified that IPEF is not a security arrangement.

Apart from China’s military aggression, the Ukraine issue is again likely to dominate the agenda for meetings in Tokyo. On the bilateral with US, while Modi said he will continue with Biden their dialogue on regional developments and contemporary global issues, the US NSA Jake Sullivan, who is accompanying Biden, said en route to Japan that talks with India on the Ukraine issue will be constructive and straightforward. Food security will also be an important subject of discussion in the Quad meeting.

Official sources said the US is fully aware of India’s position on Ukraine and India’s oil imports from Russia. Kwatra had said on Sunday that countries were ``appreciative’’ of India’s position. ToI has learnt that India had strongly conveyed to US officials, both here and in Washington, its displeasure over the remark by deputy NSA Daleep Singh during his India visit in late March that there will be consequences for those not abiding by the sanctions on Russia. In their last meeting, held virtually, Biden had asked Modi to ensure India didn’t accelerate its oil imports from Russia.
