By imposing sanctions actually US is not punishing countries, it's only making them self reliant and look for alternative solution. Few years back US imposed sanctions against India against import satellite and Pharma products.  Few years later India is exporting satellite to other countries and India developed most of Pharma and is now world leader in this sector. US is loosing the dominance and now they are scared to impose any sanctions and worried.
