How are blacks treated in Singapore?
I am on vacation in Singapore with my wife. I am Nigerian-American. I joked with my wife, that we are probably not going to see any Black people during our time here. However, to our surprise we have spotted a handful.
So far, we have been treated very well by Singaporeans. Then again, we are staying at a 5 star hotel, next to Marina Bay Sands, so the staff probably treat everyone with respect.
The shop malls have all the upscale brands and the staff are courteous. I didn't feel like I was being watched while shop. Then again, I don't notice such things in the United States either.
I did wonder, if I could live in Singapore if given the opportunity. The answer is, NO. As a physician, I would earn far less in Singapore. There are more opportunities in the USA, both clinical and non-clinical.

As a Singaporean I rarely see blacks and I would very much like to meet and talk to one. I find it sad that Singaporeans are generally unapproachable to strangers. I haven't even got a chance to talk to an American yet but I hope I do get the chance to talk to a black person or an American in the future. Was always afraid they would judge the way i speak (Singlish).

We all know one or two Indians and in many ways they're similar to blacks - dark skin, disadvantaged minority. I was thinking about the phrasing of this questions and I realize it doesn't really matter what kind of 'black' you're referring to. Be it a person of African origin, or an 'African' American person, I would say the general perception can be summed up by one word; 'Meh.'
Singapore is super super multicultural. If there was ever was a pot that physically but that could handle an extensive plethora of cultures and ethnicities, it's Singapore.
When I was a [caucasian] child in Singapore, I remembered getting treated a lot nicer and I was noticed a lot more. But as I grew up [and maybe less adorable] into the new millennium, the influx of foreigners increased and people from all corners of the globe were coming in.
My aunt actually married an African-American man and they barely get stared at. People will still want to touch the ringlets though.

Gee, that's a rather un-PC way of saying things....
Personally I do not believe we generally don't have any negative perception against other races here in Singapore.
You should remember that Singapore is truly a multicultural multiracial society. There will be bigots, racists, and some malcontents as in any society, but as a whole we're quite accepting of all.

Do Singaporeans discriminate against blacks?
No, Black people are so few and rare in Singapore that they are not on everyone’s radar. Few Singaporean have seen a Black/African person in their life, and in any case described as rare. If the Black is American, they associate him with Michael Jackson, will smith, Kanye west, Rihanna.
It’s other Asian immigrants in Singapore that get more discrimination due to their presence in larger number. Mainland Chinese (which Singaporean call PRC) and Indians from India receive most discrimination due to them being more visible group of foreigners. Sometimes Indonesians, Filipinos, Burmese, Cambodians are stereotyped as maids and migrant labour.

It’s weird because they’re hating people of their same race. I asked. Many Chinese-Singaporean and Indian-Singaporean feel superior to other Asians even if they’re same race, said they’re from less developed less rich Third world country and race has nothing to do with it. Some point out that Chinese from China are from Northern China which is culturally different from Chinese Singaporean. Indians from India are from North India which is culturally different from the Tamil Singaporean.
For most Singaporean there are just foreigners vs Singaporean which they distinguish it pretty clearly. Foreigners include anyone not of natural citizenship to Singapore. Many Singaporean are anti-foreigners or xenophobic rather than racist. Discrimination against foreigners and Xenophobia are worse than racial discrimination in Singapore.

How's it to work in Singapore as a black man?
Singapore is diverse society and all the races are mixed and working together in harmony. Besides, its so busy and hectic that no one have time to bother, especially about the race of other person. You may get one or two curious looks outside perhaps if your look not common here but if you blend and no outstanding hairdo etc you wont even get it lol.

Here are two articles about our African-born Singapore citizens.
IMHO: Singapore is a cosmopolitan city based on meritocracy (in the main) and pragmatism as the “decider”. Colour is never an issue and there are clear legal procedures to help the red, brown, yellow, black and white in any case of formalized and institutionalized prejudice.
As a young nation, we still have the embarrassment of chinese old aunties hitting young South-Asia construction workers on buses (with their brollies) for no reason what so ever.
No country is “colour blind” - but Singapore is quite close or within the top 10 in the world.
