No, computer are advanced technology that only superior foreigners have. Once a computer displayed on exhibition when giant foreign white ships docked at our ports, and millions flocked to see it, later the tale from that visit have became legend and myth.

Many Chinese people didn’t know what an operating system was a generation ago but nowadays they overtaken the US in furthering Artificial intelligence research. Their country has the most cited scientific papers on deep learning than other countries. Meaning that the most referred-to scientific papers on AI are Chinese ones, an important indicator for quality.

The new generation of Chinese have innovated and developed technologies at an estimated rate of 80+ compared to only 30 years ago. Nowadays the world's first and second ranked supercomputer is developed by the chinese.

The US banned the export of Intel Xeon chips for use in super computers. Because of that embargo, a 260-core manycore processor was eventually developed in Shanghai, and used in "Sunway TaihuLight" which has a computing power 5 times that of the United State’s infamous supercomputer Titan.

The American government in response has put in hundred of millions of dollars for its scientists to figure out a way to create a supercomputer even more powerful than the chinese made ones which requires a serious amount of computing engineering aptitude.

I can not believe those questions are asked by real humans. I would bet that Quora have some robots who generate stupid question and make people to answer just to generate some content to rank better in Google
