The Song dynasty.

It was the most humanely ruled by Han Chinese, and unlike the Tang dynasty which preceded it, it did not let the military take a commanding role. Instead, it cultivated the arts, and debate among its most senior officials such as Wang Anshi and Zhu i about major policy issues. The losers of those debates were not killed. It abolished collective punishment for officials and individuals. If an official committed a crime, only the perpetrator was punished, not his whole family.

Most of my Chinese friends will say the Tang, maybe the Ming. But in my opinion, the dynasty that that was the best for the people of China was the Song. They were the most humane, culturally rich, politically rational and stable dynasty. Unlike all dynasties before and after they were the the dynasty that cared about the people of China, rather than lip service.

Unfortunately, they were long term pretty unsuccessful militarily.
