I’m not Vietnamese nor China Chinese but am a foreigner who have opportunity to lived and worked in both countries for about 5 years in total. (2 years in HCMC, 3 years in Shenzhen)
My points are merely based on my personal experience and observation maybe lacking of objective and in depth analysis.
Vietnam is like Guangdong province in term of population and size, full of potential for economic development. Similarity however stop here.
Vietnam has not yet unleash her potential fully. The Vietnamese government do not have special policy to unleash her potential like China did in the 80s. When they decided to setup several special economic regions like Shenzhen
Perhaps in recent year the Vietnamese government had tried introduced similar policy but face tremendous resistance from the local peoples due to land acquisition and nationalism sentiments. The government has to back up on demands. In Vietnam there are many instigators (in the country or foreigners) with motive to destabilize the government, this does not apply China
Land acquisition for economy expansion, China government always reward landowners handsomely. Turn them into millionaire in turn to surrender their land. Many landowners turn millionaire even before developments of the areas take place. However there are some landowners not treated equally but normally their voice could be silenced easily.
In Vietnam, land owners seldom received reasonable compensation when lands taken for developments. This create unhappiness among affected peoples as well general publics. Tension would run high once receive instigations (sometimes external), riot erupts in short times and it is unavoidable, this can be worrisome for investors to bring in good and long term investment and involve technology transfers.
Now, who is better? It is hard to draw a clear line between them. What we see now is China definitely perform better then Vietnam in term of economy development and expansion perhaps the GDP differences of both country explain this.
China clearly edged over Vietnam in economy development term in multiple folds.
Who is better? It depends on your own expectation.

I have lived in both countries, and you can all look at the statistics and say that China is doing a lot better than Vietnam. Its not hard to see that. Both from a statistical or a individual level.
This is still with a lot of poverty in the west of China and South and North (mainly anywhere outside from the east coast).
China has gone, well regardless of what you think about the stand point or views of the country as a whole business ethics sacrificing people health with pollution ect. What you can’t denied is that the ability to get 400 million out of poverty and in 2019 have near 1 million people a day come in to the middle class is something exceptional that I don’t thing the world will ever see again.
This is made clear by the picture above Shenzhen (a city next to Hong Kong) that was 40 years ago a fishing village now is the rivaling silicon valley has some of Chinas biggest companies headquarters here (Huawei, ing An, Tencent) and has a GDP bigger than Hong Kong with a population of 15 million. This to me just staggers believe.
Go to Shanghai, you though you gone to the future getting off the airport in the bullet train to the city center. Then looking at its futuristic skyline, on the Huangpu river.
Walk down the French concession and you will forget you are in Asia with the European style houses.
You also have rich culture in China you can go to Temples, the great wall (that is one of the best places I have been) and just be amazed by what it has.
So from an eccomic stand point China is doing a lot better.
Vietnam eccomy is no doubt growing, at a fast rate and is one of the best in Asia. It GDP per capita is a lot less than China. So from an eccomic point you can’t arguee which is better.
But, here is from a personal level.
Having lived in both these places. I prefer Vietnam right now it just hits the sweet spot right now. The people are a lot friendlier and just seem sweet, and nice.
The place is going though a rapid transition, something like China was 15-20 years ago this is no more apparent than Saigon. The city is perfect blend of new meet old.
With its modern sky scarpers, and French like buildings blending perfectly, in a perfect mix.
The coffee shops aren’t Starbucks, and are some of the best in the world. The food is perfectly intertwined with a french Asian twist and the place is still very cheap.
Yes, it’s a bit crazy with all the bikes but this adds to the character of the place. And somehow works out to be reasonably safe.
So ask me which one I prefer it will always be Vietnam, as the place is just a magic place.
China is getting harder to live if your from over seas and the trade war has done no favours since 2018 this was the final straw for me. As the place was getting harder and harder to live. You needed a Chinese I.D to get a train or do anything.

As I’m Vietnamese, I will tell you in which case, Vietnam is better:
English usage ( more popular )
Social network, internet ( not any restriction or banning, and very cheap to get data package )
Beaches ( it’s not so hard to find a seaside town with great beaches in Vietnam )
Tropical fruits ( China imports a lot from Vietnam )
Foods. It depends but if you need to reduce your weight, Vietnam is better. In Western world, you feel familiar with frozen foods, but Vietnamese use fresh ones everyday.

If I have to choose to live as a citizen in Vietnam or China, I will choose Vietnam. If there’s Vietnam, why China have to be in my list?
Well, I’ve never met both China Chinese nor Vietnam Vietnamese before, so I don’t know their exact personalities.
Vietnamese are more tolerant rather than Chinese. I often heard about Indonesian Quoran who said that Chinese is racist toward brown/black people, they’ll act cold to us except we have western husband or what should I called it. Well, Vietnamese also quite tolerant when it comes to religion activities, knowing that about 80% of them doesn’t have religions. Well, this not bad at all for me, because they’re still tolerant to other religions.
Vietnam also popular with their “everything is cheap”, foods, and other things in Vietnam are cheap (From what I heard).

While both countries have an abundant and young workforce, Vietnam is still the more cost-effective choice for manufacturers looking to lower their labor spending.
China's rising labor costs, combined with an increase in tariffs, make Vietnam a desirable option by comparison.
Overall, I would say: I would say Vietnam is better, if you are lazy or want a simple lifestyle. If you are materialistic and ambitious, China is a better option.

plainly shocked by the audacity of whoever asked this question. Really feel sorry for whoever actually tried to answer this kind of questions. Really.

A2A.
I have never lived in either one as an adult and, as a result, can't give you an honest opinion about neither. However, on the international stage, being a Chinese will get you a bit more of an exposure than being a Vietnamese.

From 2011–2017, there are 17452 transnational marriage cases between Vietnam and China(from government records, excluding human trafficking and illegal immigration data). The number of marriage registrations between Vietnamese women and Chinese men is 15,210, and the number of marriage registrations between Vietnamese men and Chinese women is 2,422, on this crowd, the vast majority of children choose Chinese nationality(China does not recognize dual citizenship).
Therefore, the people of the two countries gave the answer with practical actions.
