PANAJI: The Sino-Indian border strife in eastern Ladakh again dominated foreign minister S Jaishankar’s second bilateral with his Chinese counterpart Qin Gang as the former reiterated India’s position that bilateral ties will return to normal only after the situation along the LAC is fully resolved.

帕纳吉：印度外长苏杰生与中国外长秦刚举行第二次双边会谈，中印在拉达克东部的边界冲突再次成为主要议题。苏杰生重申了印度的立场，即只有在实际控制线的局势完全解决后，双边关系才会恢复正常。

In another bilateral meeting on Thursday, Jaishankar had "trust-based" exchanges with his Russian counterpart Sergey Lavrov on bilateral and "topical" global and regional issues.

在周四的另一场双边会议上，苏杰生与俄罗斯外长谢尔盖·拉夫罗夫就双边和“热门”全球和地区问题进行了“基于信任”的交流。

Jaishankar met Qin and Lavrov here ahead of the meeting of the SCO foreign ministers that began later in the day with a dinner and cultural programme hosted by the Indian minister.

在上海合作组织外长会议之前，苏杰生会见了秦刚和拉夫罗夫。当天晚些时候，印度外长主持了一场晚宴和文化活动。

In his last meeting with Qin, on the margins of the G20 meeting in March, Jaishankar had told Qin that the relationship currently was abnormal and the message on this occasion was no different.

"A detailed discussion with State Councillor and FM Qin Gang of China on our bilateral relationship. Focus remains on resolving outstanding issues and ensuring peace and tranquillity in the border areas. Also discussed SCO, G20 and BRICS," tweeted Jaishankar after the meeting.

苏杰生在会后发推文称：“与中国国务委员兼外长秦刚就双边关系进行了详细讨论。重点是解决遗留问题，确保边境地区的和平与安宁。还讨论了上合组织、20国集团和金砖国家。”

Defence minister Rajnath Singh had told his counterpart Li Shangfu in another SCO meeting last week that China’s violations of bilateral agreement for border peace had eroded the basis of bilateral ties. While India wants disengagement of troops in the remaining areas along the LAC in eastern Ladakh to be completed before resuming normal bilateral exchanges, China believes the border issue should not be allowed to come in the way of progress in the relationship.

印度国防部长拉杰纳特·辛格上周在上合组织的另一次会议上表示，中国违反了双边边境和平协议，侵蚀了双边关系的基础。印度希望在恢复正常的双边交往之前，完成在拉达克东部实控线沿线剩余地区的军队脱离接触，而中国认为不应该让边界问题阻碍两国关系的发展。
