Indian, German firms ink MoU to bid for Rs 42,000 crore deal to build 6 submarines

NEW DELHI: An MoU to cooperate in submarine production was inked between defence shipyard Mazagon Docks (MDL) and German company ThyssenKrupp Marine Systems (TKMS) on Wednesday, as a precursor to submission of a bid for the over Rs 42,000 crore project to build six diesel-electric submarines for the Navy.

The “non-binding and non-financial” MoU was inked in the presence of visiting German defence minister Boris Pistorius, who on Tuesday had said that TKMS was in “a good place in the race” for the submarine-building programme that could become a “flagship project” in India-Germany defence ties.

“As per the MoU, TKMS will contribute to the engineering and design of the submarines as well as the consultancy support for this joint project. MDL, in turn, will take responsibility for constructing and delivering the submarines,” an official said.

Spanish firm Navantia and South Korean Daewoo are the other foreign contenders in the competition for the `Project-75 India’ project, which was first granted “acceptance for necessity” by the Indian defence ministry way back in November 2007.

Under the global tender finally issued in July 2021, MDL or the private Larsen & Toubro shipyard will be selected to build the six stealth conventional submarines, with both land-attack cruise missiles and air-independent propulsion (AIP), with foreign collaboration.

The possible war with China this time will not be limited to only northern border. Going by huge Chinese Navy power, the Chinese Navy attack has the ability to destroy our complete industrial bas right from WB to vishakhapatnam to Chennai, Ahmedabad, Rajasthan etc. That may cost India 100s of billions dollar loss. We have already witnessed destruction of Ukraine. India has no choice but to increase its Navy power. Since so much investment in defence will eat away our precious resources, we have to take all possible help. PM Modi has been doing all in a very right direction. Digging well when a breaks out will not be wise.

Going by the strength of Chinese Navy, India is far behind. Building Navy assets equal to China is not possible because it will eat away our economy. China also supplying 8 submarines to Pakistan is another worry news. Theses subs have the capacity to destroy our border industrial infrastructure and also our own sea shore Navy asstes. So it is easily understandable why India needs a collaboration with EU and the US.

In 1984, India paid an un-disclosed amount to German submarine maker HDW for technology transfer and engineering consultancy to make HDW class submarines. In 2005 again, India paid USD 1.4 Billion to French submarine manufacturer DCNS for Technology transfer. My question is that since 1984 we are going on paying for technology transfer for MDL to build the submarines but MDL is unable to design and build a single experimental diesel submarine. Why ?
