China has built two mysterious drone carriers that are different to any other ships. One is a catamaran UCAV carrier to help the Chinese Navy with live fire exercises. The other is the Zhu Hai Yun, a research drone mothership that can travel the oceans without human input.

That tower immediately increases the effective horizon. This may suggest use as a communication relay system (independent of satellite cover) - so proving greater flexbility of command and control in a hostile EW, and / or satellite suppression, environment. Since this is a compact, and therefore relatively inexpensive vessel, it would be simple to build many of these, in an acceptably short timescale. Certainly it'll be used as an experimental test-bed initially, with future military / coastal defence applications in due course. As for the "Civilian" research vessel - an ideal platform for research with definitely military applications. Again, small and simple, so building a number of these (or later versions) would be very easy indeed.
