US Commerce Secretary Gina Raimondo is casting doubt on China's ability to build advanced chips at scale. This comes as Huawei Technologies Co. released a new phone with an advanced 7-nanometer chip made by China’s Semiconductor Manufacturing International Corp. Stephen Engle reports on Bloomberg Television.
