We can but that needs a completely different educational, administrative, political setup.

First, we have to stop brain drain and attract the brains to return to the country. Second, we have to provide conducive environment for research and innovation and registration of patents within the country and abroad. Cutting edge new technologies rule the world and we need to own some of them to make a mark in the international arena.

Capital chases returns and would move in the direction of potential.

Till then, the best brains may keep looking for greener pastures and contribute to the economies of foreign countries.
