India has been lobbying for a long time to be accepted as a permanent member of the UN Security Council. Most countries had no objections.

For a long time there were many ideas that came up to expand or change the security council, increasing the non permanent seats to admitting India, Germany, Japan and Nigeria (one African member).

Pakistan is in no position to retaliate. There are various options Pakistan can try -

Economic sanctions against India? That's a laugh, India can buy Pakistan 3 x over. Pakistan is broke.

Military action against India? That's another laugh. India will be in Lahore in 2 days, in Karachi in 1 day and Islamabad in 4 days.

The one action Pakistan can take has already been mentioned - ISI and the Pakistani Army will step up their terrorist activities against India, again. The United Nations Security Council (UNSC) is an apex body of the UN.

The P5 nations of the UNSC make up this body. They are the US, UK, France, Russia, and China. These nations represented the major powers at the end of WW2.

While the chances for an expansion of the P5 into a P9 are slim in the immediate future, due to the fact that power would have to be shared among a larger group of major nations, India, along with its G4 partners, is definitely a strong candidate.

First the question assumes that Pakistan would desire to retaliate. This may not be true. India getting in by virtue of its size, population, economic and military strength, and key geographic position are facts well known to Pakistan. Pakistan also knows that India is on a trajectory of increasing power and may regard it as a geopolitical fact of life, not something that they have to ‘retaliate’ against. After all Pakistan’s key ally, China, is on the same trajectory and has even more indicators of power and influence than India, and it is on track to be the world’s second superpower. Pakistan has not given any indication that they are angry at China’s ascension.

Pakistan cannot overshadow India. The two nations are on different trajectories and India’s lead has increased over Pakistan each decade since the two nations gained independence from the British empire.

India has been trying hard to become the permanent member of United Nations Security Council. There is no doubt that when the expansion of SC will happen, the name of Indian will be there. Pakistan is not in picture at all.
