Frankly, this is a very stupid question. No country can take over the entire world, not even the United States.
It is impossible to put a leash on 8 billion people in 195 countries. To “take over the world,” you would need to occupy every country with troops. You would need to put down any resistance.

They'd fail, obviously, even if US power suddenly vanished. The culture is distinct and they'd have few solid allies, unlike the USA.
China is also very unlikely to want this. China now is just asserting what most Chinese see as their proper borders.
