Pakistan can not counter any initiative because it lacks rational and strategic thinking. If Pakistan wanted to counter any initiative of India they need to develop the following prerequisites.

Looking on a map, if India can trade with Europe via the IMEC, then Pakistan can too.

Pakistan already trades with the UAE - exporting around $1.3 Billion worth of goods. In addition it sends around $470 million worth to Saudi Arabia and small amounts to other GCC countries. So its not as if ships from Pakistan were not already docking in Dubai. It will merely give the Pakistanis another route option to export or import further afield. For instance to and from Europe.

I am sure that there are some in Pakistan that say that a success for India in any sphere is not automatically a loss for Pakistan. That the best course is to grow your own economy and power, and that being an ongoing economic basket-case is not going to end well. If a trade route works for you (as opposed to being a debt trap) then sign on to it. Pakistan should be studying closely if and how it itself can best use the proposed IMEC.

The land-sea route proposed in G20-India 2023 is in general ancient trade route mostly along the coast of Arabian sea; starting from Kerala to coast of Saudi Arabia-land route to Mediterranean sea to Venice and thence to rest of the Europe.

This was the trade route which exsted before Vasco-De-Gama discovered the sea route to India, circling around Africa.

So this has nothing to do with CPEC and once the infrastructure will be in place everyone including Pakistan & China would be using this.

Had China conceived CPEC as an all inclusive global initiative, Pakistan would have been a thriving economy by now. Since that did not happen other economies had to come up with alternatives. IMEC is essentially to ensure open sea lanes and also being able to choke China if it tries to grow at others expense or keep trying to expand by grabbing others land.

Today Pakistan’s economy is in such a state that it can barely keep functioning with foreign aid and funding from the world bank. Any stoppage of funds will lead to chaos and civil war in Pakistan. Thus it's both far fetched and unhinged from reality for Pakistan to think they can oppose IMEC.

A stable and peaceable Pakistan is in the larger interest of regional progress (including India) as well as world peace.

What is the opinion of Pakistan's civilians on the CPEC?

As a civilian, a Pakistani - bigger picture from front- it is great - it will open the new doors of trade - economic booooooom and blah blah

But when looking this into deep - I personally dont have any idea and have some serious doubts about it because we civilians dont know the real terms and conditions / the actual deal which we sign with China on it.

China is friend indeed but nobody in this world grant you such messive things in the name of friendship - its a business my friend and in this CPEC game china is the one who is more beneficiary.
