China originally designed the C919 to use Western engines and avionics, because that's what Boeing and Airbus did. It's standard practice for new airframes to use standard exsting components so that only the airframe is new. Then the plane gets upgraded with new engines and avionics over time. As the newest airframe, the C919 is likely to see big sales for a very long time, far beyond the obsolete 737.

China was fully prepared to use domestic engines, cutting the West out of those profitable sales, at which point the LEAP engines were magically approved for sale.
