Each type of aircraft has a different purpose & different operational profile. If does make sense to find a replacement for Mig-21 immediately, Jags in 5–10 years time, M2000 in 10–15 Years etc. But there is no reason or sense to replace them all with Rafale. Rafales are good, but expensive, Maybe India will buy another 36 of them at the Max, to use the infra that has already been set up for them. But even if the new order is cheaper than current order, it will still be in the range of 1 Rafale = 4 Tejas. Money available also needs to be distributed to Army, Navy & All other Civil needs.

MiGs r very cheap compare to Rafale. You can buy 03 Mig 29 or 02 mig 35 in a cost of single Rafale. MIGs are very good for rough use ,easy to maintain. IAF would love to replace all the 120 MiG21 Bisons still serving with Rafale , if someone is ready to foot the bill and if all 120 Rafales are available in one go or in a very short time period . Bisons have demonstrated , how formidable they remain and F16s have felt its sting .

You must be seeing that first batch of Rafales have started coming only after 3 years of placing the orders . All 36 are expected only by end 2022 . So you can calculate the time frame required for getting additional 84 even if the order is placed now . By that time , as it is Bisons will start getting replaced by Tejas Mk2 .

Next there are various types of operational roles for the fighters , a bulk of them are of “ routine “ nature . For such routine tasks more numbers are required , implying they should be much more affordable cost wise . So this kind of slot will be taken up by Tejas variants . Analogy wise ,You certainly do not deploy the PARA SF for routine guard duties , so replacing Bisons with Rafale will look similar .

IAF will certainly not like to replace the MiG29 s because they are still very good and can carry on for a decade and half more and get replaced by our own AMCA .

each plane has a role to play , we cannot replace a plane with another plane just beacause it is advanced or latest

second , replacing planes and buying a new one is a process that will take atleast 10 years , as you can see in the case of rafale , the deal took approx 15 years of take place , so suppose we start replacing them , on an average bu the time we get them replaced they become outdated ,
