living in Vietnam as a Chinese-Vietnamese would differ widely from different Vietnamese generations. the older generation would probably just ignore you, but will treat you equally like an average human being. the middle-aged generation would be interested in you, and would like to learn more about you. however, most of them wouldn't have much opinion about you. the younger generation would admire you, some of the factors to this is that you, a Chinese-Vietnamese, have East Asian blood. additionally, they would tend to joke around with you but would also be polite.

My parents came to HCMC , Vietnam from northern China (Henan , Chengdu) in 1986. And I was born in 1991. I can speak both Vietnamese and Mandarin Chinese.

I have it on good authority that there is no real enmity between the Chinese and Vietnamese. Many may not realise that many of the Vietnamese people as with Koreans, Japanese, Thais, Cambodians, Burmese and Laotians have roots from China.
That some Vietnamese people use the friction between the Chinese and Vietnamese governments as an excuse to cause rioting and destroying factories and places of production owned by foreigners must be the most unthinking and stupid acts of all.

You will be treated the same just like everyone else. It's very hard to tell a Chinese Vietnamese among pure Vietnamese anyways. My aunt is Chinese and her family follows Vietnamese customs and traditions even though sometimes they speak Chinese at home. I think it's also due to the fact that the culture of the two countries are not much different so Chinese Vietnamese can easily blend their traditions with Vietnamese'.
Recently there has been ongoing tension between Vietnam and China over border dispute, but I think most Vietnamese has hatred towards the chinese and party, not the Chinese people themselves.Therefore, Chinese Vietnamese are pretty non-discriminated in Vietnam.

Is it hard being Chinese Vietnamese in modern day Vietnam today?

I don’t think Chinese Vietnamese in modern day Vietnam have too many differences with normal Vietnamese. I have 1 Chinese Vietnamese friend who was my classmate back in 2004–2009. I don’t know that he is a Chinese Vietnamese, up until he had to go to China for 1 week because the head of his clan died. He went to the same university as I did, he got the same kind of job I did in a big company, he married a Vietnamese girl. As far as I know, he doesn’t worry one bit about his Chinese origin.
But according to some Chinese Vietnamese in southern Vietnam I know, they did have some issues of their own:
我认为现代越南的华裔越南人和普通越南人并没有太多不同支出。我有一个朋友是华裔越南人,2004-2009年期间他是我的同学。我起初并不知道他是华裔越南人,直到他有一次必须回中国一周,因为他的宗族首领去世了。他和我上了同一所大学,他和我一样在大企业做类似的工作,他娶了一位越南女孩。在我看来,他一点也不担心自己的中国血统。
但据我认识的越南南部的一些华裔越南人说,他们确实有一些自己的问题:
They are pressured to learn Chinese language from their parents and grandparents
They are pressured to marry Chinese Vietnamese by their family
There are rumour that Chinese Vietnamese can’t work for the government, which is not true because my friend’s parents are member of Vietnamese Co unist Party and were mid level officers of precint level. Maybe they can’t become top level, but I am not sure about that.
