The South Korean government has very little say over its own economy and military. Even now, American forces are stationed in South Korea. No matter how you slice it, having an occupying force from another country is not the definition of independence. Additionally, the leadership structure of the Korean army lacks independence. When the United States says "jump," Korea has to ask "how high?" economically, even though the country can strike deals on its own. U.S. trade is essential to Korea's economy.
