Marking shift in policy, Germany speeds up arms sales to India

NEW DELHI: As part of its overall policy to bolster bilateral defence-strategic cooperation, Germany has speeded up clearances and simplified the licencing regime for military sales to India, which include lifting restrictions on the sale of small arms and their spare parts.
German govt, for instance, recently approved a request by the National Security Guards, or the “Black Cat commandos”, to buy spare parts and accessories for its MP5 submachine guns, manufactured by Heckler and Koch, sources said Friday.

新德里：作为加强双边防务战略合作的总体政策的一部分，德国加快了对印度军售的审批速度，简化了许可制度，其中还包括了取消对小型武器及其零部件的销售限制。

例如，消息人士周五称，德国政府最近批准了国家安全卫队，又称“黑猫突击队”的要求，购买由Heckler和Koch制造的MP5冲锋枪的备件和配件。

This represents a shift in German policy, which till now had strict regulations in place about sale of small arms to non-Nato countries. “The policy change will allow Indian armed forces, as well as paramilitary and police to buy German-origin rifles, pistols, along with their spare parts and accessories,” a source said. Germany is keen to step up ties with India in areas ranging from arms sales and joint production of advanced military hardware to military interoperability in the Indo-Pacific, where China has been making aggressive moves.

Germany sees India as a big buyer and a market for its arms and have changed laws. We need far more than this. We don’t need to buy German arms if their companies don’t shift manufacturing from China to India. Period. We can be open about it. Start with say 15-20% of manufacturing of large enterprises to shift to India. And then we shall talk on arms. India has enough options on buying arms. Germans have nothing extraordinary.
