Dassault Aviation is in the process of acquiring land near Jewar International Airport to set up a Maintenance, Repair, and Overhaul (MRO) facility for India’s Mirage 2000 and Rafale fighters as told to Hindustan Times. This step will pave the way for local manufacturing of the latest Rafale versions to fulfill the IAF's long-term requirement of approxmately 100 twin-engine multi-role fighters over the next two decades, according to sources familiar with the matter.

This is not yet clear. I dont think there is clarity sbout the whole deal As it seems, Dassault is fulfilling some of its offset obligations by setting up this facility. So it is not a matter of whether Dassault wants to.
