The biggest and guess the only factor where Maharashtra is lagging behind is political instability. As we say when the Uddhav Thackeray Govt came in power they put a ban on bullet train project which was a central government venture with oversees investors in it. This instability createa reluctance among investors whereas Gujarat has showcased an amazing political stability.

The biggest issues with Maharashtra are 1)  Regionalism ( Marathi 1st Ideology), 2) Poor Land Acquisition as it takes ages to get land there. There can be more but I can identify these 2 issues
