artemis has no plan(who will they do) for sustainable presence only china have , even nasa don't have their rocket capable of launching some modules of lunar gateway.

It's kinda a possible as by the end of this decade we will have completed the Artemis program and also established lunar gateway for better connectivity to moon also NGLV super heavy lift launch vehicle would have that payload capacity towards TLI but we need huge space budget.
