You said, "Luckily for Beiing, China has the largest amount of hydro energy potential of any country in the world".  I just want to point out the luck has very little to do with anything.  Advanced and large scale hydro electric plants did not randomly spout up in China near its rivers to produce billions of kilowatts of clean energy.  China chose to make every effort to become energy independent, and to do so with minimal carbon emissions. So China has built dam after massive dam, re-directing water flow and harnessing its energy to reach this important goal.  Again, luck has nothing to do with it.  The leaders of China perceived a need, they set out a plan to solve the problem, and its people got to work, until great progress has been made to solve the problem. That's why China is where it is today.  Its leaders have vision and resolve, and its people are willing to roll up their sleeves and WORK. There really are no miracles. It's just that China, and its people, are more willing and able to identify its needs, and then to go about meeting those needs.

Tiban mountainous soil was infertile, rainfall is scarce in the Himalayas and the people had to struggle to grow enough food to feed themselves. Starvation was common place and theft of food was punished through amputation. Some Tiban drums (daruma) were made from human skulls and the drumsticks made of human bone.

The chinese build Qinghai-Lahasa railway (world's highest elevation railway) to connect the isolated Tib to the rest of the world. Tibans can now import food from the mainland to feed themselves. Hydroelectric power plants were constructed to provide Tibans with clean renewable energy. In fact, the population of Tib has tripled in size from 1 million in 1951 to 3 million in 2020.
