The "debt" is just the sum of all federal untaxed dollars. It's a mythical figure that can be paid tomorrow because the figure is in their own currency (USD) and the US controls its own currency. If they they owed $35 trillion in Indian Rupees, then the debt would matter. African and central American countries owe their debts in dollars that's they suffer from hyper inflation periodically because the debt is in another denomination. So creating more of their own money to pay the IMF doesn't help

The most disappointing aspect is that the US was on top of the world for such a long time, but it could not divert investment away from the defense industry and it's foreign policy was still primarily leading with covert operations. The problem is there is no ability to convince the ultra rich to commit to big projects like the Belt and Road Initiative. Latin America could of had their infrastructure upgraded for over 40 years. Instead, it has been regime change, and flooding the continent with weapons to keep them divided and fighting.
