You’re missing the main point: must penetrate missile defense.  One big problem with ballistic missiles is, the trajectory predictable.  Once launched, at what location, what time are all fixed.  Unless,of course, it’s like DF-41 (or DF-31AG 甲改) that changes its own trajectory randomly by lea and bouncing off atmosphere at near space suborbital altitude.

All 3 superpowers ( China, US, Russia) can make good ICBMs ( and please do not bring UK here, they are a Chihuahua country with an army who can sit in a medium football stadium and still leave empty places ! ), and just a dozen or two of working tanks...

1 - Russian ICBMs are a generation ahead of those of the US - US officially admitted that, and they have big troubles in order to get those nukes upgraded.

2 - most important, here, is not just the missile (the carrier) but yes, the warhead. Sure, have a long range helps a lot, but having MIRVs able to maneuver at hypersonic speeds and laugh at your defenses, is something ONLY the russians have, while the US is many, many years behind, probably more than a decade. It will take a long time until US can develop and mass-produce something like Avangard system, the hypersonic glyder.
