Every country is trying to do this now. However the key problem isn't how much of foreign exports the US represents but that the US pays more than any other country for the same product that it sold to other countries at a cheaper price. Much has been made of the recent EU visit to India to increase trade. Yes, that can be done, but both the EU and India would prefer to sell to the US since the US will pay more. That is the advantage that Trump is trying to leverage. I think Paraguay is the only country that the US has a trade surplus with and its tiny. But most Americans don't have a clue where Paraguay is.
