China has 580-600mn or so rural inhabitants that have yet to be urbanized. A large proportion of them will be entering the middle class and participating in non-agricultural and subsistence labor.

They are young, hungry, and incentivized to urbanize in the next 50 years. 600mn is nearly twice the population of the United States, and although roughly the same size, China only has about 1/2 the inhabitable land as the US.

Its a logistical nightmare handling that kind of migration, so pre-planning is an absolute must, especially given the speed at which China has developed.

China is also preparing for the day when it inevitably runs low on blue collar workers, just like America is experiencing today. So China built, built and built.

None of the pre-planned cities are abandoned. Ordos City was the popular one Western media laughed at in the 2000s. It now has a population of nearly 3mn.

X iongan is the one everyone likes to harp on today, it was built to relieve pressure on Beiing. It will be filled by 2030 as all non-core government companies, headquarters and employees will be relocated there.

There are plenty of real estate developments that have gone bust during this real estate cycle, but those are pockets of apartments that will be eventually consolidated or nationalized. Like any major economy, Chinese real estate is going through a natural boom/bust cycle.
