Just last month, the Niger government asked senior executives of several Chinese companies to leave within 48 hours and seized the accounts of Chinese hotels and Chinese-operated refineries on the grounds of "salary disputes."

In fact, before this, China provided a lot of support and help for Niger's economic development. However, less than a week after the Chinese executives left, the price of diesel in Niger actually soared 300%.

Other African countries send their student overseas (their colonial countries or China) so that they can can be independent.
In Indonesia, there is technology transfer for China’s high speed rail because the Indonesian engineers are ready to be trained to maintain and manage the technology transfer.
If Niger’s local oil and gas engineers are ready to take over from the Chinese engineers and management of the oil and gas factories, there transfer would be smooth and easy.

Oils are different grades. That's why the US imports oil from outside, even though a lot is produced locally too. The local oil is not processed in the US.

They get someone else to build and develop things such as infrastructure and industrial facilities then when things look promising they seize all things that seem to look of value. Then the foreign entity that invested their money and resources lose everything. Because the people can’t think of any future and are about being jealous and petty and selfish they destroy their own future and their country loses chances. In many cases countries lose money and time because they have no way of influencing the people that things take time to develop. The local people have no patience to think about the future. There have been mines that developed and paid into the local economy but once the mine pulls out the resources to compensate the investors. A group of people rob all the mined resources and of course the company can’t continue after they lose their yield. Very sad. The country will advance the day when the people change.

这就是非洲的一些情况。他们让别人来建设和发展基础设施、工业设施这些，等看着有起色了，就把值钱的东西都占了。投钱投资源的外国公司就血本无归了。这些人不想未来的事儿，光知道嫉妒、小心眼儿、自私，把自己的未来毁了，国家也没机会发展了。
