China did not outright ban those seven. They now require companies to apply for a license. In addition to the recent seven REEs, China had previously restricted other rare earth elements such as antimony. China also announced that sixteen US companies would be put on an export control list. Those were mostly military companies. Two years ago, China had banned REE Extraction and Separation technologies (in which China is ahead of the US). So, in addition to tanking the markets with his irresponsible rhetoric, Trump is further pushing China to unforeseen retaliatory measures.
